A Traffic Control Plan (TCP) is a document that outlines how all road users, including vehicles, cyclists, pedestrians, and workers, move safely and efficiently through or around a temporary work or event zone. It is sometimes called a temporary traffic control plan, or MOT plan.

 

An MOT plan, or Maintenance of Traffic Plan, is a document used to show how traffic will be safely managed during temporary road work, construction, or other activities that affect normal traffic flow. It typically includes lane closures, detours, signage, temporary traffic control devices, pedestrian access, and other measures needed to guide road users safely through or around the work area.

 

In some U.S. jurisdictions, an MOT plan is another name for a traffic control plan (TCP) or temporary traffic control (TTC) plan.

 

A traffic control plan usually includes a drawing, map, or diagram that shows where signs, cones, barriers, taper lengths, detours, pedestrian routes, and other temporary traffic control devices should be placed. Its purpose is to protect workers, guide road users, reduce confusion, and maintain safe and efficient traffic flow.

In many cases, a TCP is prepared early in the planning or permit process and reviewed by the relevant road authority, municipality, or agency before work begins. Approval requirements vary by jurisdiction, but the plan is typically assessed for safety, site conditions, and compliance with applicable standards such as the MUTCD or local traffic control requirements.

Who prepares a traffic control plan?

A traffic control plan is usually prepared by a qualified professional with experience in temporary traffic control or work zone planning. Depending on the project, this may include:
 

  • traffic control designers or traffic planners

  • traffic management specialists

  • civil engineers or traffic engineers

  • contractors trained in temporary traffic control planning
     

For smaller or lower-risk projects, some local authorities may allow contractors, event organizers, or site teams to prepare a plan using approved templates or standard layouts. However, more complex projects often require a trained designer or engineer and formal review by the relevant authority.

When is a traffic control plan required?

A traffic control plan is generally required whenever normal traffic conditions are temporarily changed or when work affects how road users move through an area. Common examples include:
 

  • lane closures for construction, maintenance, or utility work

  • road work that affects vehicle, bicycle, or pedestrian movement

  • public events such as parades, festivals, races, and street markets

  • building, demolition, or site work near an active roadway

  • filming, crane operations, deliveries, or other short-term activities that interrupt normal road use
     

If your project changes traffic flow, reduces road capacity, affects pedestrian access, or creates a temporary hazard near a roadway, you will likely need an approved traffic control plan before work starts.

What does a traffic control plan include?

A typical traffic control standard plan includes the traffic management measures, traffic control devices, and safety procedures needed to safely guide road users through or around a temporary worksite. Its purpose is to maintain traffic flow, protect workers and the public, minimize disruptions, and ensure compliance with temporary traffic management requirements.

 

Key elements commonly included in a plan are:

  • traffic control devices such as signs, cones, delineators, barriers, and barricades

  • traffic control plan standards or a traffic guidance scheme showing the placement of temporary traffic management equipment

  • lane closures, side road closures, and sidewalk closures

  • detour plans and alternative routes for vehicles, pedestrians, and cyclists

  • flagger operations and traffic controller positions for directing traffic safely

  • work zone layouts, buffer zones, and worker protection areas

  • temporary speed limits and regulatory signage

  • pedestrian and bicyclist management arrangements
